NOTICE OF RACE

Event
The 2009 US Windsurfing National Championships & Techno 293 National Championship will be held from July 23, 2009 - July 26, 2009 at the Hood River Event Site in Hood River, OR, USA.

Organizer
This event is organized by VMG Events under specified conditions laid down by USWA and the Columbia Gorge Windsurfing Association.

Venue & Conditions
Racing will take place on the Columbia River at the Port of Hood River’s Event Site (I-84 exit #63) in Hood River, Oregon. Wind conditions are typically moderate to strong thermal breezes accelerated through the Columbia River Gorge.
Average air temperature: 75-100 F
Average water temperature: 68 F
Average river current: 3-4 knots
Average wind speed: predominantly West 10-25+ knots

Rules
This event will be governed by the Racing Rules of Sailing 2009-2012.

Eligibility
All competitors shall be current US Windsurfing Members. Competitors may join US Windsurfing or renew their memberships on site or online at www.uswindsurfing.org

Classes, Divisions & Equipment (US Windsurfing National Championships)
Competition will be held in the following classes: Formula Class, Slalom Class
A minimum of five competitors is required to constitute a division.

Formula Class
This class will race when winds are between 10 knots and 25 knots or at the discretion of the Principal Race Officer (“PRO”).

Divisions:
Formula Men (men less than 35 years)
Formula Master (men 35 and over)
Formula Women
Formula Juniors (boys and girls 17 years or less)
Open Men
Open Women

Equipment
1. Formula class competitors must register equipment at checking in accordance with Formula Class rules: (1) Formula Class board (3) Sails and (3) Fins.
2. A limited number of Starboard One-Design Formula board & rig packages will be available for $250 by advance registration on a first come, first serve basis. Charters must be confirmed by July 10th. Contact Darren Rogers at drogers@gorge.net 541-490-7137 to reserve your charter.

Slalom Class
This class will race when winds are exceeding 25 knots or at the discretion of the PRO. Divisions:
Slalom Men (men less than 35 years)
Slalom Masters (men 35 and over)
Slalom Women
Slalom Juniors (boys and girls 17 years or less)

Classes, Divisions & Equipment (Techno 293 National Championships)
The competition will be held on Techno 293 One Designs. Open rigs are permitted under the following USWA prescriptions below. All competitors must be under 19 years of age (have not reached their nineteenth birthday prior to December 31, 2009).
Under 12 (U12) years old - Maximum sail size 6.0m
Under 15 (U15) years old - Maximum sail size 7.5m
Under 17 (U17) years old - Maximum sail size 8.5m
Under 19 (U19) years old - Maximum sail size 9.5m
A minimum of three competitors is necessary to constitute an age division. Otherwise, age groups will be combined.

Equipment
1. Per Techno 293 Class Rules as modified by USWA, sails with more than 3 cambers and/or 7 battens are prohibited.
2. Only masts from the approved class list with no more than 75 percent carbon and weight equivalents are permitted.
3. Booms are restricted to alloy/aluminum construction – note that carbon booms are not permitted under class rules.
4. Only original fins or manufacturers’ replacements permitted. The maximum fin size under class rules is 46 cm.
5. Techno 293 Class Rules are available at www.techno293.org Sail sizes have been modified by USWA prescriptions.
6. Techno 293 One Design Boards are available to charter from BIC Sport for $100 (does not include rig) by advance registration on a first come, first serve basis. Charters must be confirmed by July 10th. The board is complete with One Design fin, centerboard, footstraps, and mast foot. Contact Nevin Sayre at nsayre@aol.com to confirm your charter board. Charter boards for both the Techno293/USWA Nationals in Hood River, OR July 23-26 and the Techno 293 North Americans, S.F. July 29-31 is available as a package for $160.

Prizes
The top racers in each class will be crowned National Champions in that class. Awards shall be given to the first 3 in each division.

Measurement
It is the responsibility of each competitor to ensure that his/her sailboard and equipment conforms to Class Rules. Measurement and equipment checks will be made throughout the event.

Sail Insignias
All sails shall comply with Appendix B 2.4 Windsurfing Competition Rules of the RRS 2009-2012. Rule B 2.4(b) is changed to: The sail identification shall be in the central third of that part of the sail above the wishbone, clearly separated from any advertising. Commercially available typefaces giving the same or better legibility than Helvetica are acceptable.

Sail numbers are available from Sailworks R+D Loft in Hood River for $3.00 per letter/number. Email orders@sailworks.com or call (541) 386-6561 to request your numbers. All sail number orders must be received by July 22nd, 2009.

Courses
Courses will be specified on the Official Notice Board.

Liability
Competitors take part in all races at their own risk. VMG Events, US Windsurfing, US Sailing, ISAF, FW Class, IWA or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result. Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk.

Scoring
The RRS Low Point scoring system (App. A2) will apply.

Protest Committee
A Protest Committee will be appointed.

Sailing Instructions
The 'SI’s' will be available at registration and the daily event schedule will be posted on the Official Notice Board each morning.

Television and Media
By registering for the event, competitors automatically grant to US Windsurfing, US Sailing and VMG Events, the right in perpetuity to make, use and show at their discretion, any motion pictures, still pictures and live, taped or filmed television, whether electronic or otherwise, and other reproduction or derivative of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.

Accommodations in Hood River and the Gorge are plentiful and varied, but fill up quickly. Information is available on the links page.

Air Travel/Transportation
The nearest Airport is Portland International (1 hour by car). Airport transfer from PDX to Hood River is available by Blue Star Shuttle [www.bluestarbus.com or 503-249-1837] or Columbia Gorge Express [541-387-0379].

Registration
Pre-registration is strongly suggested. Click here to register online or send an official entry form with their entry fees of $150 USD ($100 Juniors) by June 26, 2009. All entries (online or by mail) received after this date will be charged an additional late entry fee of $25 USD.

On-site registration will take place on Tuesday, July 22nd from 3:00pm to 6:00pm at the Sailworks Loft, 301 N. Wasco Street in Hood River or on Wednesday, July 23rd from 8:00am to 10:00am at the Hood River Event Site.
